A hybrid fuzzy scenario-based decision-making approach to reach sustainability, resilience, and responsiveness goals in the industrial tourism value chain

Abstract
Industrial tourism leverages the strengths of both industry and tourism to foster the development of each society. The value chain emphasizes the creation of perceived value for the customers and increasing the competitive advantage in the industry. Moreover, it can be stated that the value chain is actually formed within the core and function of the supply chain and is the result of the effective interaction of its components. Therefore, we have considered the value chain in industrial tourism through examination of the Industrial Tourism Supply Chain (ITSC) comprising two important members, including Industrial Units (IUs) and Accommodation Centers (ACs). Then, the research considers Sustainability, Resilience, and Responsiveness (SRR) issues in the ITSC by emphasizing that members must be engaged in the chain that is at the highest possible SSR performance. To do our research, first, based on the literature and experts, key SRR criteria are identified. Then, a real case in Iran is considered, and feasible alternatives are selected and ranked through a hybrid scenario-based fuzzy decision-making framework. The findings highlight that criteria “Innovative products or services” and “Demand responding level” have the greatest impact, and criteria “Job opportunities and labor force” and “Availability and location” have the least impact, in achieving the highest level of SRR in the proposed chain. Moreover, among the ranked alternatives, “Mazinoor Lighting Industries Company” (top IU) and “Mizban Hotel” (top AC) emerged as the highest performers in terms of SRR level. Finally, the present work provides detailed implications and insights for beneficiaries of ITSC.
